CBP released its July 20 Customs Bulletin (Vol. 56, No. 28). While it contains recent court decisions, no customs rulings are included.
CBP and the customs administration of Uruguay will recognize each other's trusted trader programs under a new mutual recognition arrangement that was signed July 19, the agency said the same day. CBP also signed a Joint Work Plan (JWP) with the customs administrations of Guatemala and Colombia that is meant to lead to a MRA between the U.S. and each of the other countries, it said.

CBP will establish a new Vessel Agency Portal Account in ACE and will decommission the "Cartman and Lighterman Portal Accounts due to a lack of usage by the public," the agency said in a notice released July 19. "Account ownership will be a prerequisite for eligibility in the forthcoming Maritime Forms Automation Test pilot, which will allow Vessel Agency Account users to file electronic Vessel Entrance and Clearance Statements through the Vessel Entrance and Clearance System (VECS)," the agency said in the notice. A CBP official recently said the VECS notice would be coming soon (see 2207180051).
Importers seeking refunds of safeguard duties on Canadian solar cells entered on or after Feb. 1 may file a post-summary correction “if within the PSC filing timeframe,” CBP said in a CSMS message July 19. But liquidated entries of solar products “originating in Canada and entered on or after February 1, 2022, are not eligible for a refund of Section 201 duties” per a U.S. Trade Representative notice scheduled for publication in the July 20 Federal Register, CBP said.
