CBP on Dec. 29 announced the release of the latest version of its handbook for customs brokers. Version 1.1 of the Customs Broker Guidance for the Trade Community removes references to the already passed effective date of CBP’s customs broker modernization regulations, and makes minor updates to a section on broker separation from clients.

Australia's tariff rate quota limits for 2023 for beef, dairy products, avocados, peanuts and tobacco were issued Dec. 30 in a Federal Register notice set for publication Jan. 3.

CBP issued an interim final rule amending its regulations to implement changes to the Craft Beverage Modernization Act that take effect Jan. 1 (see 2209220065). The amendments reflect the transfer of authority for administering CBMA tax benefits from CBP to the Alcohol and Tobacco Tax and Trade Bureau as of that date, as well as CBP’s authority for administering them for entries on or before Dec. 31. Comments on the interim final rule are due March 2.

CBP issued guidance on the termination of African Growth and Opportunity Act benefits for Burkina Faso beginning on Jan. 1. The agency’s CSMS message says that starting on that date, “entries filed for commodities with country of origin of Burkina Faso (BF) and claiming AGOA (SPI D) duty free exemption will be denied.” Post-summary corrections and protests for Burkina Faso-origin goods must have an entry date of no later than Dec. 31 to receive AGOA benefits, and beginning Jan. 1, post-summary corrections with Burkina Faso-origin claiming an AGOA duty exemption will be rejected, CBP said.
