Though only required for customs brokers that apply for a national license after CBP’s broker modernization final rule took effect this past December, CBP sees customs broker supervision plans as a “best practice for all brokers, and we would encourage all brokers to have a supervision plan in place,” said Shari McCann, director of CBP’s commercial operations, revenue and entry branch, on April 18.

CBP signed mutual recognition arrangements with the customs agencies of Guatemala and Colombia on April 18 during the agency’s Trade Facilitation and Trade Enforcement Summit, CBP said in a news release. The deals provide for the U.S. to recognize Guatemalan and Colombian Authorized Economic Operator trusted trader programs, and vice versa.
CBP is taking steps to automate its detention processes with a focus on shipments detained for forced labor, said Lisa Santana Fox, director of CBP’s Fines, Penalties and Forfeitures Division. The effort follows December recommendations from the Commercial Customs Operations Advisory Committee, which said CBP should develop a single automated system for its detention and seizure process (see 2212080030).
CBP is looking to expand the Customs Trade Partnership Against Terrorism (CTPAT) to include e-commerce, agency officials said at the 2023 Trade Facilitation and Cargo Security Summit on April 18. As part of that effort, CBP has begun to have conversations with a subsection of members of the Section 321 data pilot to better understand e-commerce and how it compares with a traditional supply chain, Bryant Van Buskirk, director of CBP's Los Angeles CTPAT Office, said.
