Entries will "likely continue to be detained" under the Uyghur Forced Labor Prevention Act during a government shutdown, and UFLPA detentions likely will continue to be reviewed, albeit at a much slower pace, said customs lawyer Ted Murphy in a blog post on Nov. 13. But it's still unclear exactly what "impact a government shutdown would have on UFLPA related activities, given that the law was not enacted during the last shutdown in December 2018-January 2019," Murphy said. CBP soon will begin a pilot to test electronic issuance for demands on sureties for liquidated damages or penalties, the agency said in a notice released Nov. 9. During the pilot, which will only be open to sureties, CBP will test sending CBP Form 5955A by email, rather than on paper. The pilot will begin Dec. 13, and CBP will begin accepting applications to participate Nov. 13.

CBP created Harmonized System Update (HSU) 2313 on Nov. 7, containing 32 ABI records and 10 Harmonized Tariff Schedule records.
