CBP approved changes to the Cal Cartage CES Trade Enforcement fee schedule, it said in a Jan. 7 public bulletin from the Los Angeles field office. The Los Angeles/Long Beach Seaport had proposed the changes Oct. 22. CBP is providing another 30 days to comment on a proposal to extend a previously approved information collection the issuance of administrative rulings, it said in a Federal Register notice scheduled for Jan. 9. Comments will now be due Feb. 8.
CBP is changing the FCL Logistics Trade Enforcement Centralized Examination Station fee schedule, it said in a public notice dated Jan. 7 from the Los Angeles Field Office. The changes will take effect after a 30-day public comment period, if approved by the port director. The new fees are:
CBP said it has completed the system changes in ACS to allow submission of an informal entry using the informal value limit of $2,500. CBP had announced the change, indicated in CSMS 12-000572, last month (see ITT's Online Archives 12120533. The trade may now begin sumbitting informal entries using the new informal value limit, it said (here). In addition, it said, tariff numbers that are indicated in the following sections and chapters will no longer require a formal entry if the value is greater than $250. CBP said it issued a final determination of the country of origin of Ponstel (mefenamic acid) capsules, deciding that India is the country of origin for purposes of U.S. government procurement. Parties have until Feb. 8 to seek judicial review of the final determination.

The tariff rate quota for tuna, which opened Jan. 2, exceeded the preliminary restraint limit at the opening, CBP said. All entries presented at the over-quota (high) rate since the opening have been charged and may be released, it said, and entries should continue to be submitted at the over-quota (high) rate. The final quota limit should be provided to CBP in March, it said. Upon receipt of the final quota limit from the National Marine Fisheries Service, CBP will issue proration and liquidation instructions to the field/trade.
CBP is giving an additional 30 days for comments on an existing information collection on trademarks and copyrights. The original deadline was Dec. 31 (see ITT's Online Archives 12103008.) The new comment deadline is Feb. 7. CBP proposes to extend the expiration date of this information collection without a change to the burden hours or to the information collected, according to a Federal Register notice scheduled for Jan. 8. CBP set 2 percent for corporations and 3 percent for non-corporations as the quarterly Internal Revenue Service interest rates used to calculate interest on overdue accounts (underpayments) and refunds (overpayments) of customs duties, it said in a Federal Register notice scheduled for Jan. 8. The interest rate for underpayments will be 3 percent for both corporations and non-corporations, it said.
