Russia export controls and sanctions
The use of export controls and sanctions on Russia has surged since the country's invasion of Crimea in 2014, and especially its invasion of Ukraine in in February 2022. Similar export controls and sanctions have been imposed by U.S. allies, including the EU, U.K. and Japan. The Obama administration announced the results of its 2014 Generalized System of Preferences review on Sept. 30, making a number of changes, effective Oct. 1, to product eligibility in the program. President Barack Obama issued a presidential proclamation (here) to implement those changes. The proclamation wraps up the shortened 2014 GSP review (see 1507060025).

The Commerce Department is considering termination of an agreement suspending antidumping duties on cut-to-length carbon steel plate from Russia (A-821-808), it said in a notice (here). Domestic industry requested an end to the agreement and the resumption of suspension of liquidation in May. If Commerce decides to end the agreement, it will issue an AD duty order suspending liquidation, imposing cash deposit requirements, and beginning annual administrative reviews on cut-to-length carbon steel plate from Russia. The agency will consider comments received by Oct. 26 on whether the suspension agreement still serves the public interest.
