Russia export controls and sanctions
The use of export controls and sanctions on Russia has surged since the country's invasion of Crimea in 2014, and especially its invasion of Ukraine in in February 2022. Similar export controls and sanctions have been imposed by U.S. allies, including the EU, U.K. and Japan. Lawmakers on the House Ways and Means Committee said they plan to introduce HR-6156, legislation that would grant permanent normal trade relations (PNTR) with Russia. The Senate Finance Committee approved a similar bill July 18. While a review of the Senate Finance Committee’s actual legislative text is still pending, the bill is expected to mirror that Committee’s version of Russia PNTR, said the committee in a press release. Committee Chairman Dave Camp (R-Mich.) also said the Committee will mark up the legislation next week. The bill will be introduced by Camp, Ways and Means Ranking Member Sander Levin (D-Mich.), and Trade Subcommittee Ranking Member Jim McDermott (D-Wash.) and Chairman Kevin Brady (R-Texas). Russia's delay in submitting tariff schedules for accession to the World Trade Organization Information Technology Agreement were a "concern" for the U.S., EU and several other countries during an informal meeting of parties to the agreement, a trade official said. The schedules should have been completed by the time of Russia's formal accession to the WTO, he said. Russia's terms for joining the trade organization are expected to clear both houses of the Russian Parliament before a July 23 deadline, a WTO official said earlier this month. The EU said the process is running "rather late," the first trade official said. The U.S. showed "strong concern," he said. The U.S. said it's urgent that Russia submit its list of schedules for verification and approval by members, he said. Japan, Australia, Taiwan, South Korea and Malaysia echoed the views expressed by the EU and the U.S., he said. The meeting's chairman will convey the views to the Russian delegation, which did not attend the meeting, he said.

The Senate Finance Committee approved legislation July 18 that would give permanent normal trade relations status to Russia and repeal the Jackson-Vanik amendment, which has been in place since 1974 to restrict trade with communist countries. The Senate Finance Committee July 18 gave its approval to a modified Enforcing Orders and Reducing Customs Evasion (ENFORCE) Act, S-1133, which would establish new procedures for investigating claims that foreign manufacturers are evading anti-dumping and countervailing duty orders to better enforce trade laws and prevent illegal imports. Text of the bill is (here). The legislation is part of the Congressional Democrats' "Make it in America" agenda, a push to add U.S. manufacturing jobs.
A group of 73 freshman GOP lawmakers in the House of Representatives gave their support for giving Russia permanent normal trade relations (PNTR) in a letter to President Barack Obama July 13. Without the PNTR, "U.S. exporters and their workers will not be able to take advantage of this market," they said. House Ways and Means Chairman Dave Camp (R-Mich.) has said he plans to introduce a PNTR bill.
The International Trade Administration issued the preliminary results of its administrative review of the antidumping duty order on solid urea from the Russian Federation (A-821-801) for one company, MCC EuroChem. These preliminary results are not in effect. The ITA may modify them in the final results of this review and change the estimated AD cash deposit rate for this company.
