The Commerce Department issued the final results of the antidumping duty administrative review on heavy walled rectangular welded carbon steel pipes and tubes from South Korea (A-580-880). Commerce calculated a slight change in the AD rate from the preliminary determination for Dong-A Steel Co., Ltd., while the rate for the other respondent, HiSteel Co., Ltd., was unchanged. Subject merchandise from these two companies entered Sept. 1, 2019, through Aug. 31, 2020, will be assessed the following AD duties at importer-specific rates, which take effect April 7, when these final results are set to be published in the Federal Register:

The Commerce Department released the preliminary results of its antidumping duty administrative review on circular welded carbon steel pipes and tubes from Thailand (A-549-502). In the final results of this review, Commerce may set assessment rates for subject merchandise from mandatory respondent Saha Thai Steel Pipe Public Co., Ltd., and 28 non-individually reviewed companies subject to this review entered March 1, 2020, through Feb. 28, 2021.
The Commerce Department is ending its antidumping duty investigation on raw honey from Ukraine (A-823-820), after the domestic producers withdrew their AD petition in light of Russia’s invasion of the country, Commerce said in a notice released April 5. The investigation had been on hold since March 2 due to current events, and the American Honey Producers Association and the Sioux Honey Association withdrew their petition March 24. Commerce will refund all AD cash deposits collected during the investigation, which had been imposed following Commerce’s affirmative preliminary determination Nov. 23, 2021 (see 2111220039). The agency also will direct CBP to end suspension of liquidation for raw honey from Ukraine.

The Commerce Department released the preliminary results of its antidumping duty administrative review on uncoated paper from Portugal (A-471-807). The agency preliminarily calculated an AD duty rate of 5.81% for the only company under review, The Navigator Company, S.A. Any changes to Navigator's cash deposit rate would take effect on the date of Federal Register publication of the final results of this review. Once Commerce issues its final results, the agency will assess AD duties at importer-specific rates for entries of subject merchandise from Navigator entered March 1, 2020, through Feb. 28, 2021.
The Commerce Department issued the final results of the antidumping duty administrative review on strontium chromate from Austria (A-433-813). Commerce set an AD rate of zero percent for Habich GmbH, the only company under review. Commerce will calculate importer-specific rates for subject merchandise from Habich entered June 18, 2019, through Oct. 31, 2020, and instruct CBP to liquidate the appropriate entries without regard to antidumping duties, it said. The new AD duty cash deposit rate for Habich takes effect April 4, the date of publication of these final results in the Federal Register.
The Commerce Department erred when it switched its zero percent dumping margin for Greek exporter Corinth Pipeworks Pipe Industry (CPW) to a 41.04% dumping rate despite the fact that the data was "entirely unchanged," the exporter told the Court of International Trade in a March 31 complaint. CPW also contested Commerce's use of adverse facts available despite the fact that it fully cooperated in the antidumping duty review and the agency's failure to conduct a verification, virtual or otherwise (Corinth Pipeworks Pipe Industry v. United States, CIT #22-00063).
