The Commerce Department has released the final results of the countervailing duty administrative review on hot-rolled steel flat products from South Korea (C-580-884). Commerce assigned the two companies under review, Hyundai Steel Company and POSCO, a CVD rate of zero percent, unchanged from the preliminary results. Commerce will not assess CV duties on Hyundai Steel and POSCO entered Jan. 1, 2020, through Dec. 31, 2020, and future entries from those companies will not be subject to CV cash deposit requirements until further notice. The new zero percent CVD cash deposit rate takes effect for entries from Hyundai Steel and POSCO on or after May 9, the date these final results are to be published in the Federal Register.

The Commerce Department applied a more lenient standard to antidumping duty petitioner Nucor Tubular Products by accepting a correction to a ministerial error that was raised only after the final results in the 2018-19 administrative review of the AD order on heavy walled rectangular welded steel pipes and tubes from Mexico was issued, respondent Maquilacero argued in comments to the Court of International Trade on Commerce's remand results accepting the correction (Nucor Tubular Products v. U.S., CIT # 21-00543).

The Commerce Department has released the preliminary results of its antidumping duty administrative review on activated carbon from China (A-570-904). In the final results of this review, Commerce will set assessment rates for subject merchandise from the companies under review entered April 2021 through March 2022.
The Commerce Department has released amended final results of the antidumping duty administrative review on hot-rolled steel flat products from South Korea (A-580-883), to make ministerial changes to the margin calculation for Hyundai Steel used in the final results published April 20. The original margin calculation of 0.88% is amended to 0.84%. This change means the AD rate for non-individually examined companies also changes to 0.84%.
T-Mobile and the California Public Utilities Commission disagreed whether the U.S. District Court of Northern California should go ahead with a review of the CPUC’s USF contribution overhaul (case 3:23-cv-00483). T-Mobile wants the district court to pause the case until the 9th U.S. Circuit Court of Appeals resolves the carrier’s appeal of the district court denying preliminary injunction (case 23-15490), said a joint case management statement filed Thursday. If the court wants, T-Mobile is prepared to file a motion seeking to hold the case in abeyance, it said. The CPUC wants to proceed on the merits now, said the filing: The agency doesn't think the 9th Circuit review will provide much guidance for the district court's merits review. The agency plans to seek dismissal and suggests the district court set a deadline for such a motion at a May 11 case management conference, it said. T-Mobile and subsidiaries Monday filed their opening brief in the 9th Circuit case (see 2305020038).
