The International Trade Commission has announced the institution of antidumping and countervailing duty injury investigations regarding bottom mount combination refrigerator-freezers from Korea and Mexico that are provided for in HTS subheadings 8418.10.00, 8418.21.00, 8418.99.40, and 8418.99.80.
The International Trade Administration has made a preliminary countervailing duty affirmative determination for multilayered wood flooring from China (C-570-971). As a result, CV duties are being imposed on subject merchandise for the first time. (Note that the preliminary determination in the companion antidumping investigation has not yet been issued.)

The decision was a win for the agency, which asked that the challenge be rejected, though future appeals remain likely. Verizon said in January that it would file an additional challenge after the order is published.

Dongbu Steel Co., Ltd. and Union Steel Manufacturing Co., Ltd., Korean steel producer/exporters, challenged the ITA’s use of zeroing1 in the August 2004 -- July 2005 antidumping duty administrative review of corrosion-resistant carbon steel flat products from Korea. Between the review’s preliminary results and the March 20, 2007 final results determination, the ITA ceased the practice of zeroing in AD investigations but maintained it in reviews. When Dongbu and Union challenged the ITA’s continued use of zeroing in AD administrative reviews, the Court of International Trade upheld the practice, and Union appealed.
The Department of Energy will hold a public meeting on April 18, 2011 to discuss and receive comments on the equipment classes that DOE plans to analyze for purposes of establishing energy conservation standards for metal halide lamp fixtures (MHLFs) and the results of preliminary analyses DOE performed for this equipment, among other things.
