The Department of Transportation announces that it has submitted its Preliminary Plan for Retrospective Review and Analysis of Existing Rules. As a result of its review, DOT has identified 70 regulations for action. Of these, 19 would reduce burdens on small businesses, 11 would reduce information collection burdens, 12 would reduce the burdens on state, local, or tribal governments, and four would involve coordinating rules that overlap with other federal agencies. The International Trade Administration has made a preliminary affirmative antidumping duty determination on multilayered wood flooring from China (A-570-970). As a result, AD duties on subject merchandise are being imposed for the first time. Note that the preliminary determination in a companion countervailing duty investigation was issued in March, with estimated CV duty rates ranging from zero to 27.01%.
