Securus and Pay Tel accused the FCC of acting outside the bounds of what was allowed under the Martha Wright-Reed (MWR) Act of 2022 in its July order reducing call rates for people in prisons while establishing interim rate caps for video calls (see 2407180039). The two providers of incarcerated people’s communication services (IPCS) filed preliminary briefs Thursday, as did state and law enforcement challengers and groups representing prisoners and their families. The case is before the 1st U.S. Circuit Court of Appeals, though various parties are still asking that it be moved to the 5th Circuit (see 2501280053).
The Commerce Department soon will impose antidumping duty cash deposit requirements on imports of tungsten shot from China, it said in a fact sheet issued Feb. 13. Commerce set AD rates ranging from 183.31% to 201.32% for Chinese exporters, it announced in its preliminary determinations in its ongoing AD investigation. Commerce already has suspended liquidation and imposed countervailing duty cash deposit requirements in its ongoing countervailing duty investigation on tungsten shot (see 2412180011). AD cash deposit requirements will take effect for entries on or after the date of publication of the preliminary determinations in the AD investigation in the Federal Register, which should occur in the coming days.

The Solar Energy Industries Association urged the Court of International Trade to not allow CBP to reliquidate entries of solar panels that were subject to a preliminary injunction from CIT, saying during oral arguments this week that there's not a strong enough reason to reverse CBP's inadvertent liquidation. The U.S. argued that a court order was needed to "effectuate" the court's suspension of liquidation and the U.S. Court of Appeals for the Federal Circuit's decision in the case (Solar Energy Industries Association v.
