CBP posted its fiscal year 2012 Continued Dumping and Subsidy Offset Act (also known as the "Byrd Amendment") annual report. Among other things, CBP lists $28 million in antidumping duties that are awaiting collection and then disbursement, which will occur in the year in which the monies are received.
China's Ministry of Commerce decided Nov. 26 to begin an investigation into whether to impose retrospective anti-dumping duties against imports of solar grade polysilicon originated in the U.S., South Korea and the EU, and whether to impose retrospective anti-subsidy duties against imports of solar grade polysilicon originated in the U.S. and the EU, it said in a Nov. 29 announcement. The decision is the next step in a long-running dispute on the issue (see ITT's Online Archives 12110226).
An ITU-T study group on future networks will “expand and accelerate” its work on software-defined networking (SDN), said an ITU blog post from the World Telecommunication Standardization Assembly, referring to preliminary agreement on a new resolution (http://bit.ly/ToyB4U). Networks have become increasingly complex, error-prone and difficult to manage as new devices and users have connected and boosted traffic figures, it said. SDN proposes to decouple the control and data planes and let software boost speed and flexibility in routing, security and energy management of network gear, such as routers and switches, it said. High-level industry representatives last week recommended ITU-T collaborate with academia, groups like the Open Networking Foundation and others, it said. They also suggested ITU-T conduct studies into the impact of SDN for developing countries, it said.

The November 2011 FCC USF order cost a rural Texas telco more than $500,000 in support, the company said. Hill Country Telephone Cooperative asked the Texas Public Utilities Commission for money from the state’s USF this fall to make up for the loss. “I've been in telecom for 34 years, and I find these days the most challenging of my career,” Hill Country General Manager Delbert Wilson told us. “This whole [FCC] transformation order has filled our industry with chaos and uncertainty."

The International Trade Administration initiated a new shipper review for the antidumping duty order on steel wire garment hangers from China (A-570-918) at the request of Hangzhou Yingqing Material Co. and Hangzhou Qingqing Mechanical Co. The ITA will determine if these affiliated companies are eligible for an estimated AD cash deposit rate other than the China-wide entity rate it currently receives.

The International Trade Administration issued the final results of the administrative review of the antidumping duty order on honey from China (A-570-863). The ITA assigned mandatory respondent Dongtai Peak Honey the China-wide rate because it did not fully respond to the ITA's questionnaire by the deadline, the ITA said. The new rate is effective Nov. 26, and will be implemented by CBP soon..
