The Commerce Department will require cash deposits of estimated countervailing duties on imports of chlorinated isocyanurates from China (C-570-991) it said in a Feb. 12 fact sheet announcing its preliminary determinations. The agency set CV duty cash deposit rates at 1.55% to 18.57%, depending on the exporter. Commerce's final determination is currently due in July. ITT will have details on these preliminary determinations when they are published in the Federal Register.
Oral argument in the Supreme Court’s Aereo case will be April 22, said the Supreme Court website. Though brought to the court as an appeal of the 2nd U.S. Circuit Court of Appeals decision not to grant a broadcaster-requested preliminary injunction against Aereo, both sides asked the high court to grant cert in the case (WID Jan 13 p3). Court cases in multiple jurisdictions involving both Aereo and its competitor FilmOn have been put on hold pending a decision in the high court case, which is expected to be issued by the summer.

The White House also touted the start of the Department of Homeland Security’s voluntary Critical Infrastructure Cyber Community (C3) program to encourage industry adoption of the framework. The agency found AD duty rates of 8.63% to 119.87% for Indian companies in its preliminary determination. The final determination in this investigation is currently due in July. NARUC Telecom Committee Chairman Chris Nelson had asked Pryor where the Senate stood on any Communications Act update following Pryor’s remarks on his 2014 priorities. House Commerce Committee Republicans announced in December their intent to overhaul the landmark telecom law and recently received more than 100 comments from stakeholders on what an update should look like.

The Commerce Department issued the final results of an antidumping duty changed circumstances review on new pneumatic off-the-road tires from China (A-570-912), finding Zhongce Rubber Group Company Limited is the successor to Hangzhou Zhongce Rubber Co., Ltd. for the purposes of AD duty liability. As in its preliminary results, Commerce found the company underwent a simple name change (see 13122610). Subject merchandise from Zhongce Rubber will now be subject to the 112.41% AD duty cash deposit rate formerly assigned to Hangzhou Zhongce.
