CBP intends to distribute assessed antidumping or countervailing duties for fiscal year 2014 under Continued Dumping and Subsidy Offset Act of 2000 (CDSOA), it said in a notice. Certifications to obtain a continued dumping and subsidy offset under a particular AD/CV order or finding must be received by Aug. 1.
The Commerce Department published notices in the May 29 Federal Register on the following AD/CV duty proceedings (any notices that announce changes to AD/CV duty rates, scope, affected firms, or effective dates will be detailed in another ITT article):
The Commerce Department issued its final determination in the antidumping duty investigation on welded stainless pressure pipe from Malaysia (A-557-814). The agency made no changes to the preliminary rates, continuing to assign penalty rates to all three individually investigated companies for their alleged lack of cooperation. The final determination is effective May 30.
The Commerce Department issued its final determinations in the antidumping duty investigations on welded stainless pressure pipe from Thailand (A-549-830) and Vietnam (A-552-816). The agency lowered AD duty cash deposit rates for all Vietnamese companies, but increased them for most Thai companies after allegedly uncovering more fraud. Changes to AD duty cash deposit requirements take effect May 30.
The Commerce Department is amending some countervailing duty rates on 1,1,1,2-tetrafluoroethane from China (C-570-999), after finding errors in its April 18 preliminary determination. The agency said the CV duty rates it calculated for T.T. International and the "all others" companies were too high because of a mistake in its calculations. Cash deposit requirements for T.T. and the "all others" companies are being lowered accordingly.
A listing of recent antidumping and countervailing duty messages from the Commerce Department posted to CBP's website May 28, along with the case number(s) and CBP message number, is provided below. The messages are available by searching for the listed CBP message number at http://adcvd.cbp.dhs.gov/adcvdweb.

The Commerce Department published notices in the May 28 Federal Register on the following AD/CV duty proceedings (any notices that announce changes to AD/CV duty rates, scope, affected firms, or effective dates will be detailed in another ITT article):
The Commerce Department made a preliminary affirmative antidumping determination that 1,1,1,2-tetrafluoroethane from China (A-570-998) is being sold in the U.S. at less than fair value. The agency found "critical circumstances" for all Chinese companies except Bluestar, and will impose retroactive AD duty cash requirements on entries from those companies effective Feb. 28. For Bluestar, AD duty cash deposit requirements will take effect May 29.
The Commerce Department issued an antidumping duty order on diffusion-annealed, nickel-plated flat-rolled steel products from Japan (A-588-869). The order details a "gap period" of May 18-27 of no AD duty liability due to the expiration of the "provisional measures" period.
