The Commerce Department issued the preliminary results of its antidumping duty administrative review on non-malleable cast iron pipe fittings from China (A-570-875) (here). The agency preliminarily found Overseas Industrial Corporation (OIC) did not prove independence from state control, and tentatively assigned it to the China-wide entity with an AD rate of 75.5%. If Commerce adopts this finding in its final results, it will set ITC's cash deposit rate at 75.5% (effective on the publication date of the final results), and also liquidate any subject merchandise from OIC entered April 2013 through March 2014 at that rate.

Thune has indicated he wants to advance legislation before the FCC issues rules, but another top Senate Republican said waiting makes more sense.

The Commerce Department issued the preliminary results of its antidumping duty new shipper review on Bessan for its exports of pasta from Turkey (A-489-805) (here). The agency calculated an AD duty rate of zero percent for pasta exported by Beşsan Makarna Gida San. Ve Tic. A.S. If these findings are confirmed in the final results, Commerce will drop AD duty cash deposit rates to zero for subject merchandise exported by Bessan, and will not require cash deposits on such entries until further notice. For now, the company's rate is unaffected. The final results are due in April.

The agency preliminarily calculated individual CV duty rates for the Fine Furniture and Lizhong at below 1 percent. It also preliminarily calculated similarly low CV rates for over 80 companies that are under review but aren't being individually examined.
