The Commerce Department will set new countervailing duty cash deposit requirements on welded line pipe from Turkey, it said in a March 17 fact sheet announcing its preliminary determinations in the CV duty investigations (here). However, the agency will not require cash deposits on welded line pipe from South Korea, after Commerce found no illegal subsidization of exporters in the country, it said in the fact sheet. AD duty cash deposit rates will range from 3.76% to 8.85% for Turkey. ITT will have more details when Commerce publishes its preliminary determination in the Federal Register.

The Commerce Department issued the final results of the antidumping duty administrative review on small diameter graphite electrodes from China (A-570-929) (here). Commerce assigned exporter under review, Henan Sanli Carbon Products Co., Ltd., to the China-wide entity, with an AD duty rate of 159.64%. The new cash deposit rate for the company takes effect March 17.

The Commerce Department issued the final results of the antidumping duty administrative review on helical spring lock washers from China (A-570-822) (here). These final results will be used to set assessments of AD duties on importers for entries between Oct. 1, 2012 and Sept. 30, 2013.
The Commerce Department is beginning an antidumping duty investigation on silicomanganese from Australia, it said in a fact sheet released March 12 (here). A U.S. silicomanganese manufacturer requested the investigation in February, alleging imports of silicomanganese from Australia have nearly tripled over the past three years, entering at “aggressively low prices” that have undersold U.S.-made silicomanganese and caused the loss of U.S. manufacturing jobs.(see 1502230022). The International Trade Commission is set to make its preliminary injury determination by April 6. These AD/CV duty investigations will only continue if the ITC finds injury. ITT will provide more details upon publication of the initiation notice in the Federal Register.
