The Commerce Department issued the preliminary results of its antidumping duty administrative review on silicomanganese from India (A-533-823) (here). The agency preliminarily calculated a zero percent AD rate for Nava Bharat Ventures Limited. If the agency's finding is continued in the final results, importers of subject merchandise from Nava entered between May 2013 and April 2014 will not be assessed AD duties, and future entries from Nava will not be subject to an AD cash deposit requirement until further notice. For now, the most recent final AD rate calculated for each exporter of subject merchandise is still applicable.

The Commerce Department is postponing until Aug. 19 the due date for its preliminary determinations in the antidumping duty investigations on uncoated paper from Australia, Brazil, China, Indonesia and Portugal (A-602-807, A-351-842, A-570-022, A-560-828, A-471-807) (here). The trade union and domestic manufacturers that requested the investigation asked for the extension. Once Commerce makes its preliminary determination, it can suspend liquidation and require cash deposits of estimated AD duties. The preliminary determination was originally due June 30.

Four House leaders have begun what are likely to be ongoing meetings with the Department of Transportation, the FCC and NTIA on how to best share spectrum, if at all, in the upper 5 GHz band. The bipartisan heads of the House Commerce Committee and Communications Subcommittee announced interest in such meetings April 20 and schedules finally aligned to allow the first meeting to happen last week. The crux of the upper 5 GHz band debate involves automotive interests that hold the spectrum for intelligent transportation systems and others who want to use that spectrum for unlicensed purposes, an occasionally contentious source of debate for years that has led to testing efforts now.
CBP intends to distribute assessed antidumping or countervailing duties for fiscal year 2015 under Continued Dumping and Subsidy Offset Act of 2000 (CDSOA), it said in a notice (here). Certifications to obtain a continued dumping and subsidy offset under a particular AD/CV order or finding must be received by July 28.
