The Commerce Department issued its final determination in the antidumping duty investigation on passenger vehicle and light truck tires from China (A-570-062) (here). Commerce lowered AD rates for many exporters, and reinstated marking requirements for one exemption from duties. The final determination is effective June 18.
The Commerce Department issued its final affirmative countervailing duty determination on passenger vehicle and light truck tires from China (C-570-017) (here). In a change from its preliminary determination, Commerce decided to add GITI tire to the list of exporters for which liquidation of entries is retroactively back to Sept. 2. Although this final determination takes effect June 18, suspension of liquidation has been lifted since March 31, and Commerce will only require CV duty cash deposits on future entries if it issues a CV duty order.

The Commerce Department made a preliminary affirmative antidumping determination that melamine from Trinidad and Tobago (A-274-806) is being sold in the U.S. at less than fair value (here). The agency will impose AD duty cash requirements on entries of subject merchandise from these countries beginning on June 17.
The Commerce Department issued the final results of its antidumping duty administrative review and concurrent new shipper review on wooden bedroom furniture from China (A-570-890) (here). Of the 28 companies subject to the administrative review, Commerce assigned 16 the 216.01% China-wide rate, and found the other 12 had no exports to the U.S. during the period of review, leaving their rates unchanged. In the new shipper review, Commerce assigned a zero percent AD duty rate to subject merchandise both produced and exported by Wuxi Yushea Furniture Co., Ltd. The reviews will be used to set assessments on importers from these 29 companies for subject merchandise entered in calendar year 2013. New cash deposit rates set in these reviews take effect June 17.
The Commerce Department issued the final results of the antidumping duty administrative review on hand seamless refined copper pipe and tube from Mexico (A-201-838) (here). Commerce determined that both companies under review, GD Affiliates S. de R.L. de C.V. (Golden Dragon) and Nacional de Cobre, S.A. de C.V. (Nacobre), did not undersell subject merchandise during the period of review, assigning each a zero percent AD duty rate. Subject merchandise from Golden Dragon or Nacobre entered between Nov. 1, 2012 and Oct. 31, 2013 will be liquidated without any assessment of AD duties, and future entries of subject merchandise exported by either of the two companies will not be subject to AD duty cash deposit requirements until further notice. Changes to cash deposit rates from these final results take effect June 12.
The Commerce Department issued the final results of the antidumping duty administrative review on garlic from China (A-570-831) (here). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Nov. 1, 2012 through Oct. 31, 2013 and exported by the approximately 130 companies under review.

The Commerce Department will require antidumping duty cash deposits on imports of melamine from China, and Trinidad and Tobago it said in a June 11 fact sheet (here). The agency found AD duty rates of 363.31% for Chinese companies in its preliminary determination. The agency found AD duty rates of 174.22% for Trinidad and Tobago companies. The final determination in this investigation is currently due in August. ITT will have more details on the preliminary rates when Commerce publishes its preliminary determination in the Federal Register.
