The Commerce Department is extending until March 28 the deadline for its preliminary determination in the countervailing duty investigation on iron mechanical transfer drive components from China (C-570-031) (here). The agency decided to postpone after finding the investigation is extraordinarily complicated because of the number and complexity of the subsidy programs being investigated. The preliminary determination was originally due Jan. 21. Cash deposits of estimated CV duties can only be collected after the preliminary determination, although cash deposits can be made retroactive 90 days from the preliminary determination if Commerce finds “critical circumstances.”
Survey results on the technologies, manufacturing methods and standards needed for the commercialization of flexible hybrid electronics (FHE) will be released in a FlexTech Alliance webinar set for Tuesday at 1 p.m. EST, the alliance said Tuesday. The alliance canvassed 90 end users, manufacturers and suppliers in November and December, and the preliminary findings show “technical challenges” abound in FHE design and production, it said. The webinar will cover reliability requirements for FHE devices and the standards that are most needed for FHE performance characteristics and testing, it said. The Defense Department gave the alliance a $75 million grant last summer to run a public-private “manufacturing innovation institute” for FHE aimed at developing semiconductors, large-area displays and “advanced processing capabilities” for fashioning flexible electronic devices (see 1508280038).
The Commerce Department will require cash deposits of estimated countervailing duties on hot rolled steel flat products from Brazil, but will not at this time set CV duty cash deposit requirements for hot-rolled steel from South Korea or Turkey, it said in an Jan. 11 fact sheet announcing its preliminary CV duty determinations (here). Commerce set CV duty cash deposit rates for Brazilian exporters at 7.24%. Cash deposit requirements will take effect either on the date the preliminary determination is published in the Federal Register, or 90 days prior, depending on the exporter, due to Commerce's preliminary determination of critical circumstances (see 1512080027).

The Commerce Department issued the final results of the antidumping duty administrative review on tapered roller bearings and parts thereof from China (A-570-601) (here). These final results will be used to set final assessments of AD duties on importers for entries from June 1, 2013 through May 31, 2014.
The Commerce Department issued a Federal Register notice on its recently initiated antidumping duty investigation on large residential washers from China (A-570-033) (here). The agency will determine whether imports of washing machines from China are being sold in the U.S. at less than fair value. The period of investigation is April 1, 2015, through Sept. 30, 2015.

The Commerce Department issued the final results of the antidumping duty administrative review on hot-rolled carbon steel flat products from India (A-533-820) (here). Commerce found all four companies under review -- Ispat Industries Ltd,, JSW Steel Ltd,, JSW Ispat Steel Ltd., and Tata Steel Ltd. -- had no shipments of subject merchandise to the U.S. during the period of review. For any suspended entries that entered under these four companies' antidumping duty case numbers during the period under review (Dec. 1, 2013 through Nov. 30, 2014), AD duties will be assessed at either the all others rate or the rate applicable to any intermediate parties in the transaction. Current cash deposit requirements for these four companies will not change.
The Commerce Department issued the preliminary results of an antidumping duty administrative review of multilayered wood flooring from China (C-570-971) (here). This review covers subject merchandise from 113 exporters under review entered during the period Jan. 1, 2013 through Dec. 31, 2013.
