A group of around 100 countries approved the initial chapters of new Organization for Economic Cooperation and Development (OECD) guidelines on value added tax and goods and services tax (VAT/GST), said the OECD on in conjunction with its Global Forum on VAT in Tokyo on April 17-18. The countries urged the OECD to complete and approval of the remaining chapters of OECD guidelines in order to mitigate double and under taxation.

LAS VEGAS -- The Broker-Known Importer Program will at least start as an industry initiative because of restrictive rules on how CBP can launch official pilot programs, said Alan Klestadt during a panel discussion April 9 at the annual conference of the National Customs Brokers & Forwarders Association of America (NCBFAA). The association last year suggested that CBP adopt the program, which is meant to leverage some basic information brokers collect about their clients. The NCBFAA is coming up with the verification criteria and will open the program up to both association and non-association participants. In return, the NCBFAA is asking CBP to create an entry flag and incentivize importer participation. Klestadt says the NCBFAA wants CBP will conduct a survey 14 months into the program to see how it’s working. Eventually, the NCBFAA hopes CBP will formalize the program through regulations or a policy document.

The Census Bureau will provide the trade community an additional 180 days to come into compliance with the Foreign Trade Regulations revisions that became effective on April 5, Census said in a press release. The rule makes wide-ranging changes to postdeparture filing program and requirements for mandatory filing of export information through the Automated Export System (AES) (see 13031501). During the grace period, Census will not penalize for violations of the regulations changed in the final rule. Census will still penalize for violations of Foreign Trade Regulations that did not change in the final rule. Census and CBP will also use “informed compliance” to educate the trade community on the new requirements during the 180 day period.
