Forced Labor

CBP is the primary U.S. agency tasked with combating forced labor in international trade. It is the only agency with legal authority to take enforcement action and prevent entry into domestic commerce of goods produced with forced labor. CBP combats forced labor by issuing Withhold Release Orders (WROs) and Findings, and enforcement of the Uyghur Forced Labor Prevention Act (UFLPA), and Countering America’s Adversaries Through Sanctions Act (CAATSA). Goods subject to WROs and Findings, UFLPA, and CAATSA status cannot be entered at any ports of the U.S.

Search Primer

CBP Rules Mexico Country of Origin for Food Waste Disposers; Section 301 Duties Don't Apply

The country of origin of a Whirlpool food waste disposer is Mexico and Section 301 duties don't apply, CBP said in a customs ruling dated May 15. The agency found that, despite the motor in the garbage disposal being of Chinese origin, the manufacturing process in Mexico substantially transformed the original components into subassemblies, which were then combined to make the final food disposer.

CBP Appoints New LA/LB Seaport Port Director

Africa Bell was sworn in as the new port director for the Los Angeles/Long Beach Seaport on May 23. CBP said in a May 24 news release. The agency said Bell will oversee the international cargo and cruise ship operations and agricultural compliance. She previously directed CBP's Base Metals Center of Excellence and Expertise in Chicago.

FMC Investigating Whether New Canadian Rules Unfairly Burden US Carriers

The Federal Maritime Commission is investigating conditions imposed by the Canadian government that "may adversely affect" the operation of U.S. carriers in the U.S.-Canada Great Lakes trade, the FMC said. The new Canadian regulations, which are set to take effect in September, would require U.S. vessels to install new ballast water management systems, the FMC said in a notice released May 21.
