Forced Labor

CBP is the primary U.S. agency tasked with combating forced labor in international trade. It is the only agency with legal authority to take enforcement action and prevent entry into domestic commerce of goods produced with forced labor. CBP combats forced labor by issuing Withhold Release Orders (WROs) and Findings, and enforcement of the Uyghur Forced Labor Prevention Act (UFLPA), and Countering America’s Adversaries Through Sanctions Act (CAATSA). Goods subject to WROs and Findings, UFLPA, and CAATSA status cannot be entered at any ports of the U.S.

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., +CBP).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted (multi-word) term, you want to only include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

CBP to Deploy Immediate Delivery Enhancements to ACE on Sept. 30

Beginning Sept. 30, CBP will add "Immediate Delivery (ID) enhancements" to ACE, CBP said Aug. 22. The updates will allow users to request ID for an entry without having to file the Automated Broker Interface (ABI) Cargo Release (SE) and Entry Summary (AE) separately, the notice announcing the deployment said.

USTR Requesting Comments on Markets to Include on 2023 Notorious Markets List

The Office of the U.S. Trade Representative is requesting comments that identify markets for inclusion in the 2023 Review of Notorious Markets for Counterfeiting and Piracy, it said in a notice. The Notorious Markets List identifies online and physical markets that are reported to engage in or facilitate "substantial copyright piracy or trademark counterfeiting," the notice said. Comments also are being sought about the "issue focus" for the 2023 Notorious Markets List -- the "potential health and safety risks posed by counterfeit goods," the notice said. The deadline for submitting comments is Oct. 6. "Comments must clearly identify the market and the reasons why the commenter believes that the market should be included in the Notorious Markets List," the notice said.

ACE Deployment Date for Ocean House Bill of Lading Postponed

The deployment date in ACE for ocean house bill of lading (OHBOL) has been postponed, CBP announced Aug. 22 in a CSMS message. A new date will be determined following "further evaluation," the message said. CBP said it will continue to work with the Trade Support Network OHBOL Working Group. The agency will schedule the disablement of ocean house bill release in the ACE certification environment on Sept. 6, it said.

Canada Investigating Ralph Lauren for Potential Use of Uyghur Forced Labor

The Canadian Ombudsperson for Responsible Enterprise (CORE) will begin an investigation in response to a complaint accusing Ralph Lauren Canada LP of "using or benefiting" from Uyghur forced labor, CORE announced in a press release Aug. 15. This follows the publication of an Initial Assessment report for Ralph Lauren Canada detailing allegations that it has supply relationships with Chinese companies that use Uyghur forced labor.
