Forced Labor

CBP is the primary U.S. agency tasked with combating forced labor in international trade. It is the only agency with legal authority to take enforcement action and prevent entry into domestic commerce of goods produced with forced labor. CBP combats forced labor by issuing Withhold Release Orders (WROs) and Findings, and enforcement of the Uyghur Forced Labor Prevention Act (UFLPA), and Countering America’s Adversaries Through Sanctions Act (CAATSA). Goods subject to WROs and Findings, UFLPA, and CAATSA status cannot be entered at any ports of the U.S.

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., +CBP).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

CBP Working on Advancing eBond NPRM Ahead of COAC Meeting

CBP is working on advancing the Notice of Proposed Rulemaking about eBond functionality and updating it from a "test to a requirement, eliminating the majority of paper bond processing, and ensuring bonds are on file," CBP said. The announcement came in a working paper submitted by the Bond Working Group of the Intelligent Enforcement Subcommittee ahead of the Commercial Customs Operations Advisory Committee meeting on Sept. 20. The working paper is among a series of documents being released ahead of the meeting (see 2309150048).

ACE 2.0 Can Set 'Level Playing Field' for All Countries, CBP Official Says

CBP Completes First Interoperability Standards Test

CBP recently completed its first interoperability test, which focused on the pipeline oil and steel supply chains, the agency announced in a Sept. 12 news release. Vincent Annunziato, director of CBP’s Business Transformation and Innovation Division, said 23 companies participated in the test as part of a broader effort to promote global interoperability in how software systems work with each other.

Bentzel Expects Clarity Surrounding Rail Storage Fees, Says D&D Final Rule Coming Soon

Federal Maritime Commissioner Carl Bentzel expects the government to eventually scrutinize certain rail storage fees imposed by ocean carriers on through bills of lading, he said during an industry conference this week. He also said the FMC is “very close” to finalizing its rule on detention and demurrage billing requirements and wants to better address issues involving service contract disputes between carriers and shippers.
