Forced Labor

CBP is the primary U.S. agency tasked with combating forced labor in international trade. It is the only agency with legal authority to take enforcement action and prevent entry into domestic commerce of goods produced with forced labor. CBP combats forced labor by issuing Withhold Release Orders (WROs) and Findings, and enforcement of the Uyghur Forced Labor Prevention Act (UFLPA), and Countering America’s Adversaries Through Sanctions Act (CAATSA). Goods subject to WROs and Findings, UFLPA, and CAATSA status cannot be entered at any ports of the U.S.

Clear Terms

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., +CBP).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted (multi-word) term, you want to only include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

AMS Publishes Update to Organic CATAIR Guidelines

The USDA's Agriculture Marketing Service published an update to its CBP and Trade Automated Interface Requirements (CATAIR), CBP said in a CSMS message on Dec. 19. The guidelines, which were published on Dec. 12, included information added for an "OR2" message set, "related to data submitted for the National Organic Program," CBP said.

EPA HFC Code to Be Deployed on Jan. 13, CBP Says

EPA's hydrofluorocarbons code will deploy to CBP's production environment on Jan.13 (see 2312050063), CBP said in a CSMS message Dec. 19. The HFC code has been deployed in the ACE certification environment as of Dec. 5. The EPA HFC flags (EH1, EH2) will be enforced with a reject severity following the deployment, CBP said.

CBP Suspends Rail Operations in Eagle Pass and El Paso, Texas

CBP is temporarily suspending operations at the international railway crossing bridges in Eagle Pass and El Paso, Texas, the agency said. The suspension, which CBP said is effective Dec. 18, is meant to help CBP redirect personnel to "assist the U.S. Border Patrol with taking migrants into custody," the agency said.
