The U.S. and Mexican governments have reportedly made progress toward better aligning their Authorized Economic Operation programs, according to a "mid-year review" fact sheet on the U.S.-Mexico High-Level Economic Dialogue, released April 19. In the last six months, CBP provided training for the Mexican AEO team and in February, the Customs-Trade Partnership Against Terrorism and AEO Mexico representatives worked together to modify the Minimum-Security Criteria requirements for Mexico’s AEO program, which Mexico anticipates will be published in April after its legal review and approval by the Mexican Secretariat for Home Affairs, the fact sheet said.
CBP should develop a “verification process” for self-propelled vehicle exports, the Commercial Customs Operations Advisory Committee’s Export Modernization Working Group said during a Dec. 7 COAC meeting. CBP should also explore using its Customs-Trade Partnership Against Terrorism for exports, the group said.
CBP and Brazil's customs authority, Receita Federal, are mutually recognizing each other's Authorized Economic Operator programs with a Mutual Recognition Arrangement.
CBP has completed work on its upcoming mandated electronic export manifest for ocean, air and rail (see 2205060015), and is inching closer to issuing a public rulemaking, said Thomas Overacker, CBP’s executive director of cargo and conveyance security, speaking July 18 during CBP’s Trade Facilitation and Cargo Security Summit. He said the agency also is “finalizing internal work” on mandated EEM for truck. “So watch for that,” he said. “In the coming year, we'll have more to announce.”

The U.S. and the United Kingdom agreed to formally recognize each other's authorized economic operator (AEO) programs, CBP said in a Jan. 21 news release. “This arrangement will take U.S.-UK cooperation on supply chain security to the next level,” said William Ferrara, executive assistant commissioner of the CBP Office of Field Operations. “Mutual recognition of the U.S. and UK authorized economic operator programs will mitigate risks, improve information sharing, and eliminate red tape for our partners in the trade community.” The agreement means CBP “will accept the validation of UK Authorised Economic Operators (AEO) and grant them approval status in the Customs Trade Partnership Against Terrorism (CTPAT),” it said. “Her Majesty’s Revenue and Customs will likewise accept the validation of CTPAT members and grant them approval status as AEOs.”
