The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty administrative review of foundry coke from China for the review period of March 8, 2001 through August 31, 2002.
Customs Duty
A Customs Duty is a tariff or tax which a country imposes on goods when they are transported across international borders. Customs Duties are used to protect countries' economies, residents, jobs, and environments, by limiting the flow of imported merchandise, especially restricted and prohibited goods, into the country. The Customs Duty Rate is a percentage determined by the value of the article purchased in the foreign country and not based on quality, size, or weight.
In the January 28, 2004 issue of the U.S. Customs and Border Protection Bulletin (CBPBulletin) (Vol. 38, No. 5), CBP issued notices (a) proposing to revoke a classification ruling on certain waterproof clogs, (b) proposing to revoke a classification ruling regarding an artificial tree, (c) revoking a classification ruling on a canister of rain repellent, and (d) revoking a classification ruling on men's or boys' suit-type jackets. CBP states that it is also revoking, or proposing to revoke, any treatment it has previously accorded to substantially identical transactions that are contrary to its position in these notices.
The International Trade Administration (ITA) has preliminarily determined to revoke the countervailing (CV) duty orders on certain corrosion-resistant carbon steel flat products and cut-to-length carbon steel plate products from Germany for entries of subject merchandise that have a time of entry on or after April 1, 2004.

In early January 2004, U.S. Customs and Border Protection (CBP) issued an ABI administrative message announcing that the Food and Drug Administration (FDA) prior notice affirmation of compliance for air waybill (AWB) would be edited for format: NNN-NNNNNNNN. In that message, CBP noted that this was also a change to the BN01 and BN02 records in the 'BN' application. The Office of the U.S. Trade Representative (USTR) has issued a notice announcing its determination that Benin (1) has adopted an effective visa system and related procedures to prevent unlawful transshipment and the use of counterfeit documents in connection with shipments of textile and apparel articles, and (2) has implemented and follows, or is making substantial progress toward implementing and following, the customs procedures required by the African Growth and Opportunity Act (AGOA). This determination is effective January 28, 2004.
The Office of the U.S. Trade Representative (USTR) has issued a notice designating the Resources Company for Development and Investment Zone (RCDI), the Al Hallabat Industrial Park, and the expanded Al Tajamouat Industrial Park as qualifying industrial zones (QIZs) from which goods, including textiles and apparel, may enter the U.S. duty-free under the U.S.-Israel Free Trade Area Implementation Act (IFTA Act).
In Candle Corporation of America (CCA) and Blyth, Inc. v. International Trade Commission (ITC) et al., the Court of International Trade (CIT) determined that a domestic producer that failed to support the antidumping (AD) petition on petroleum wax candles from China is not eligible to collect offset distributions under the Continued Dumping and Subsidy Offset Act of 2000 (Byrd Amendment).
