Unions representing workers at the FCC and other federal agencies criticized the Stopping Home Office Work's Unproductive Problems Act (HR-139) ahead of House passage of the measure, which would require the FCC and all other federal agencies to return to using the telework policies in place at the end of 2019. The measure would effectively require all federal employees who were working in the office before the COVID-19 pandemic to return to their former work locations. The House passed HR-139 221-206 amid strong Democratic opposition.

Virginia legislators cleared a children’s privacy bill Monday despite pleas from internet groups for them not to follow in California’s footsteps. Multiple state legislatures are weighing such bills in 2023 after last year’s passage of the California Age-Appropriate Design Code Act, a state law that NetChoice is challenging in court (see 2212140063).
FCC nominee Gigi Sohn's supporters on and off Capitol Hill said recent reports on her role as an Electronic Frontier Foundation board member are baseless and discriminatory. The Senate Commerce Committee, meanwhile, appeared likely to hold its third confirmation hearing on Sohn sometime next week or the following one, despite calls from panel Republicans for a delay until March (see 2301260068), lobbyists told us. A hearing next week would be just days after Senate Commerce’s planned Thursday organizational meeting, which was considered the hurdle delaying progress on Sohn into February (see 2301200058). The executive session will begin at 10 a.m. in 253 Russell.
The outlook for both the lower and upper 12 GHz bands remain unclear, with the FCC and Chairwoman Jessica Rosenworcel providing little guidance in recent months on next steps in either band. The 5G for 12 GHz Coalition has been relatively quiet this year and there have been few filings in docket 20-443 exploring the lower band.
The FCC’s sixth biennial report on media ownership shows efforts to increase broadcast ownership diversity led to little improvement, and sweeping policy changes in that area aren’t expected soon, said diversity advocates in interviews. The report, released earlier this month, is based on broadcast ownership forms from 2021, while the previous report was based on data from 2019. Following release of both the new report and the previous one, diversity advocates made similar calls for the return of the minority tax certificate (see 2109070051).
Anna Gomez's appointment to lead U.S. preparations for the next World Radiocommunication Conference is considered positive for U.S. efforts at the upcoming conference. The State Department announced the six-month appointment Thursday (see 2301260072). It didn't mention she also would be given “presidential” ambassador rank, but industry officials told us that designation is likely coming, though it has to wait to avoid the need for Senate confirmation.
