21st Century Customs Framework

The 21st Century Customs Framework is a CBP initiative that seeks to modernize the flow of goods into the United States. The goals of the initiative are to enhance facilitation and security, ensure seamless data sharing, increase visibility into modern supply chains, provide enforcement flexibility and streamline processes to deter bad actors and protect U.S. consumers and businesses from unfair competition. CBP created a task force representing U.S. businesses which, after discussions among trade and CBP representatives of the Commercial Customs Operations Advisory Committee, recommended a series of legislative proposals currently being considered by Congress.

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

BIS Looking to Do More Undercover Operations, BIS Lawyer Says

Commerce’s Bureau of Industry and Security is looking to make more use of the enforcement authorities it was granted under the Export Control Reform Act of 2018, including more undercover operations, wiretapping and investigations, said Adrienne Frazier, a lawyer for BIS. Speaking on a panel during the American Association of Exporters and Importers Annual Conference in Washington on June 27, Frazier said BIS previously had the ability to conduct investigations in coordination with federal law enforcement. But ECRA gave BIS more individual authorities and investigative abilities, she said. “I think that those are going to be things the agency looks to do more of. It’s something that I think the agency is keen to do.”

SAN ANTONIO -- The Commerce Department's Bureau of Industry and Security and the Census Bureau hope to issue their long-awaited proposed regulations on routed export transactions in late spring or early summer, said Sharron Cook, senior policy export analyst at BIS, at the National Customs Brokers & Forwarders Association of America's annual conference April 17. When they come out, Cook thinks, export forwarders will see two of their bigger headaches with the current regulations on track for resolution.

BIS to Hold Annual Export Controls Conference July 9-11 in Washington

The Bureau of Industry and Security will hold its annual “Update” Conference on Export Controls and Policy in Washington on July 9-11, it said in an emailed update. “This major outreach activity draws business and government representatives from around the world to learn and exchange ideas about export control issues,” it said. “The 2019 BIS Annual Conference will be at the Marriott Marquis Hotel. Conference room rates, detailed registration and program information will be provided as it becomes available.”
