The Commerce Department has published the preliminary results of its antidumping duty administrative review on polyethylene terephthalate resin from Oman (A-523-810). The agency preliminarily determined that the one company under review, OCTAL SAOC FZC, made sales at less than fair value during the review period, and assigned it a 3.06% AD rate. If the agency's finding is continued in the final results, importers of subject merchandise from OCTAL entered May 1, 2023, through April 30, 2024, will be assessed AD at importer-specific rates. Any changes to rates for OCTAL would take effect on the date of publication in the Federal Register of the final results of this review, which are due in January.
The Commerce Department has published the preliminary results of its antidumping duty administrative review on certain preserved mushrooms from the Netherlands (A-421-815). The agency preliminarily calculated a 0.44% AD rate for the only company under review, Okechamp B.V. That is de minimis, and effectively a zero percent AD rate. Any changes to cash deposit rates for Okechamp would take effect on the publication date of the final results of this review, currently due in January. If this rate is confirmed in the final results, Commerce wouldn't assess AD for subject merchandise from Okechamp entered Nov. 3, 2022, through April 30, 2024.
The Commerce Department has published the preliminary results of its antidumping duty administrative review on silicomanganese from India (A-533-823). The agency preliminarily found the only company under review -- Maithan Alloys Limited -- had an AD rate of de minimis, or zero percent. If Commerce's finding for Maithan is continued in the final results, its AD cash deposit rate will be zero percent, effective on the date Commerce's final results are published in the Federal Register. The agency wouldn't assess AD for entries of subject merchandise from Malthan entered May 1, 2023, through April 30, 2024, it said.

In the final results of this review, Commerce will set assessment rates for subject merchandise from the companies under review entered May 1, 2023, through April 30, 2024.
The Commerce Department has published the preliminary results of its antidumping duty administrative review on citric acid and certain citrate salts from China (A-570-937). The agency preliminarily assigned the RZBC group of companies -- RZBC Group Co., Ltd., RZBC Co., Ltd., RZBC Import & Export Co., Ltd., and RZBC (Juxian) Co., Ltd. -- a zero percent AD rate for the period May 1, 2023, through April 30, 2024. If that rate is confirmed in Commerce's final results, the agency won't set assessments on importers of AD for subject merchandise from RZBC entered during that period, and a zero percent cash deposit rate would take effect upon publication of those final results.
The Commerce Department is amending the final results published July 29 of the antidumping administrative review on softwood lumber products from Canada (A-122-857). The agency heard from Canfor and West Fraser, the mandatory respondents in the review that pointed out errors in a calculation Commerce used in arriving at the AD rates, after the final results for setting assessments of AD on importers for subject merchandise entered Jan. 1, 2023, through Dec. 31, 2023, were published.

The Commerce Department is issuing antidumping duty and countervailing duty orders on hexamethylenetetramine (hexamine) from China (A-570-180/C-570-181). The orders, released Sept. 10, set permanent antidumping and countervailing duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CVD on importers and make changes to cash deposit rates.

These final results will be used to set final assessments of AD on importers for subject merchandise entered Nov. 1, 2022, through Oct. 31, 2023.
The Commerce Department has released the final results of its countervailing duty administrative review on chlorinated isocyanurates from China (C-570-991). The agency calculated new CVD cash deposit rates for the Chinese producers and exporters listed below. There were slight changes to the preliminary results of this review that affected the rates calculated for the two respondents, increasing them (from 4.53% and 3.58%, respectively). These final results will be used to set final assessments of CVD on importers for entries Jan. 1, 2022, through Dec. 31, 2022.
