The Fla. PSC gave preliminary approval to a settlement between BellSouth and CLECs on changes to BellSouth’s wholesale performance assurance plan. The agreement (Case 000121A-TP) is based on a PSC staff proposal combining elements of separate CLEC and BellSouth proposals. The agreement calls for reducing the number of performance metrics, modifying some remaining measures and reducing disaggregation in a transaction-based plan that also amends the penalty schedule. The PSC said the deal will create “an improved and more efficient performance monitoring mechanism.” The preliminary approval will become final May 26, unless some party files a challenge to it before then.
