The European Commission halted efforts to ratify a massive investment deal with China following back-and-forth sanctions over China's human rights violations committed against its Uighur Muslim ethnic minority, The Guardian reported May 4. “We now in a sense have suspended … political outreach activities from the European Commission side,” Valdis Dombrovskis, the commission’s executive vice president, said. The deal, called the EU-China Comprehensive Agreement on Investment, was negotiated in December and secured greater market access for European Union companies in China along with certain questionable concessions on subsidies and labor standards (see 2101250052). “As long as members of the European Parliament are on sanction[s] list,” ratifying the agreement is “impossible,” Michael Reiterer, distinguished professor at Brussels School of Governance, told The Guardian.
Tesla filed a lawsuit challenging the imposition of lists 3 and 4A Section 301 tariffs on China, becoming the latest company to join the litigation involving more than 3,700 other cases. In an April 30 complaint filed with the Court of International Trade, Tesla, as an importer of goods subject to the Section 301 tariffs, launched its lawsuit, which will be subject to an automatic stay pursuant to a recent administrative order from the court (see 2104290048). The order pauses all filings challenging the tariffs that are not placed under the HMTX and Jasco Products test case.

The National Association of Beverage Importers is pleased that U.S. Trade Representative Katherine Tai chose to highlight the pause in tariffs between European countries and the U.S. over Airbus and Boeing subsidies, and believes her testimony in front of a Senate subcommittee on April 28 “is a very promising sign for successful settlement negotiations.” But NABI President Robert Tobiassen said his group is concerned that an announcement of a permanent solution to the dispute could come just two or three weeks before the temporary pause ends, which makes it hard for importers to know how to schedule shipments. They said another extension of the temporary pause now, even of just two more months, would be better.
