CBP posted new CATAIR (Customs and Trade Automated Interface Requirements) as part of the entry summary validations recently added to the Automated Commercial Environment (ACE), the agency said in CSMS message. The CATAIR information (here) relates to a new validation capability meant to make sure an importer's estimated duty conforms to the Harmonized Tariff Schedule when filing entries in ACE (see Ref:13111418).

CBP modified the National Customs Automation Program test that allows importers to use the Automated Broker Interface to file post-summary corrections (PSCs) of certain pre-liquidation ACE entry summaries (ESAR IV). The modifications to the ESAR IV test program "will allow filers greater access to data filed in ACE as it relates to the original entry and any subsequent PSC, limit certain additional data elements from being changed via PSC, and preclude a PSC on any entry that has been protested or where merchandise covered by the original entry has been conditionally released and its right to admission has not been determined," said CBP. CBP has been considering how to handle the question of greater data access since soon after the test was announced in 2011 (see 11081219).

CBP added "Simple Duty Calculation Validations" on the Automated Commercial Environment (ACE) Entry Summary on Nov. 13, the agency said in a CSMS message. The validations ensure "that an Entry Summary is not accepted in ACE if the importer's estimated duty does not conform to the rates and rules as specified in the [Harmonized Tariff Schedule]," it said. The CSMS message (here) lists the disposition codes and condition text will be used in the response messages from ACE.
The State Department Directorate of Defense Trade Controls (DDTC) announced DSP Forms 5, 6, 61, 62, 73, and 74 have been updated to version 8.0 to ensure compliance with the use of Access Certificates for Electronic Services (ACES) SHA-256 digital certificates. The IBM Forms Viewer has also been updated to version 8.0.1. Effective Nov. 25, earlier versions of these forms will not be accepted, according to DDTC.
CBP posted its draft agenda and 23 other documents for the upcoming Advisory Committee on Commercial Operations of Customs and Border Protection (COAC) meeting on Nov. 15, which include the results of the 2013 trade efficiency survey, draft recommendations, and other documents on trade modernization, the global supply chain, trade enforcement and other topics.
