The House on Friday voted 316-94 to advance a foreign aid package, setting up a Saturday vote on four bills, including one that would force ByteDance to divest TikTok.
When people started discussing 5G 10 years ago, Mischa Dohler, Ericsson vice president-emerging technologies, said he was asked why anyone needs the next generation of wireless. Dohler, who spoke Thursday at a Competitive Carriers Association conference streamed from Palm Springs, California, said he has spent the last 10 years finding answers to that question.
The FCC approved Thursday waiver requests from 11 additional parties seeking permission to launch early deployments of cellular vehicle-to-everything (C-V2X) technology in the 5.895-5.925 GHz band. The FCC has yet to finalize rules for C-V2X in the band -- an item pending since November 2020, when the commission approved an order opening 45 MHz of the band for Wi-Fi, while allocating 30 MHz C-V2X technology (see 2011180043).
Congressional Republicans have remained relatively quiet about the FCC’s draft net neutrality order since Chairwoman Jessica Rosenworcel released it earlier this month (see 2404030043) but are likely to become more active in opposition when the commission adopts it as expected next week, lawmakers and observers said in interviews. Congressional Democrats have been comparatively active since the draft’s release, including sending Rosenworcel suggestions aimed at preventing loopholes that ISPs could use to circumvent regulation. Congressional Democrats highlighted that divergence in style Thursday by bringing Rosenworcel to Capitol Hill for a news conference that amounted to a preemptive victory lap ahead of the FCC’s April 25 vote on the order.
The FCC "has already begun investigating the 911 multistate outages that occurred [Wednesday] night to get to the bottom of the cause and impact," Chairwoman Jessica Rosenworcel said in a statement Thursday. Authorities in affected states are asking questions, too. At least four states -- Texas, Nebraska, Nevada and South Dakota -- experienced 911 calling problems, said state officials and news reports.

Yvette Clarke, D-N.Y., told us she's cautiously optimistic ahead of the opening of a discharge petition Thursday to force a floor vote on the measure (H.Res. 1119). HR-6929/S-3565 proposes allocating $7 billion for FY 2024 to the ailing FCC connectivity program. Thursday marks the end of a seven-legislative-day waiting period before Clarke can begin collecting signatures on the petition, which would require backing from at least 218 members before becoming effective (see 2404100075). Republican observers, even those who support giving ACP stopgap money, are skeptical the discharge petition bid will succeed.
Broadband officials and experts Wednesday called for continued pressure to replenish the FCC's affordable connectivity program (see 2404100075). Some panelists during Next Century Cities' bipartisan tech policy conference also urged community leaders to engage with their state broadband offices as NTIA approves states' plans for the broadband, equity, access and deployment program.
FCC Commissioner Anna Gomez and carrier executives warned of challenges from the pending expiration of the affordable connectivity program and negative implications for the broadband access, equity and deployment program, speaking Wednesday at a Competitive Carriers Association conference streamed from Palm Springs, California. Gomez said she supports the proposed 5G Fund, circulated by Chairwoman Jessica Rosenworcel last month (see 2403260052), and is focused on concerns raised by CCA and others.
"The sky's the limit" when considering Chinese capabilities for conducting digital attacks on critical U.S. infrastructure, since China switched from focusing on economic and political espionage to a strategy that can only be pre-positioning for attacks, Brandon Wales, executive director of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA), said Wednesday. Congress should eliminate the FCC’s data breach notification authority and instead allow the FTC to regulate through a federal privacy law, a privacy-focused telecom association told House Commerce Committee members Wednesday (see 2404160034).
