A new funding strategy for CBP will allow for continued development of the Automated Commercial Environment (ACE), the agency said in the May version of its monthly update on ACE. ACE entered into an operations and maintenance phase in FY 2012 as it lacked the funds for further ACE development. CBP now says it and the Department of Homeland Security have developed a funding strategy "that gets us a good part of the way toward our goal of completing core trade functionality in ACE within approximately three years," it said. This new strategy "covers new development through FY 2014, and additional O&M cost reductions and internal funding sources are anticipated to cover FY 2015-2016 needs," said CBP. An agency spokeswoman didn't return a request for comment.

CBP opened the last three of ten Centers of Excellence and Expertise on June 3, the agency said in a press release. The last three CEEs are Agriculture & Prepared Products in Miami, Apparel, Footwear & Textiles in San Francisco, and Consumer Products & Mass Merchandising in Atlanta. Acting Commissioner Thomas Winkowski recently announced the planned June 3 openings for the CEEs (see 13052820).

Customs Rulings Online Search System (CROSS) was updated May 31 with 90 rulings, bringing the total number of searchable rulings to 177,665. The most recent ruling is dated 05/31/2013.
CBP's Seattle Field Office will start posting the public bulletin notice of liquidation (CBP Form 4333) electronically, it said in a trade information notice. The new posting policy will begin June 7 for port codes 3001, 3002, 3003, 3006, 3007, 3008, 3022, 3026, 3029, 3071, 3082 and 3078 only, the notice said. The electronic posting will be available in a conspicuous place -- a computer on a public counter-- as required in 19 CFR 159.9. The bulletin is currently posted in paper form in Seattle's Entry Branch lobby every Friday, but starting June 7, the information will be saved to a stand-alone computer in the lobby, the notice said. Bags with designated compartments meant to hold bottles should not be classified as "shopping bags," as claimed by the Earthwise Bag Company, said CBP in a May 17 ruling. The ruling, HQ H235569, came after Earthwise's lawyer, Bruce Shulman of Stein Shostak, asked CBP to reconsider a 2008 ruling that classified the bottle bags as "bottle cases or similar containers."
