CBP released its Oct. 30 Customs Bulletin (Vol. 47, No. 43). While the Bulletin does not contain any ruling articles, it does include recent general notices and Court of International Trade decisions.
A listing of recent antidumping and countervailing duty messages from the Commerce Department posted to CBP's website Oct. 28, along with the case number(s) and CBP message number, is provided below. The messages are available by searching for the listed CBP message number at addcvd.cbp.gov. (CBP occasionally adds backdated messages without otherwise indicating which message was added. ITT will include a message date in parentheses in such cases.)
CBP released the agenda for the Nov. 15 meeting with the Advisory Committee on Commercial Operations of U.S. Customs and Border Protection (COAC) in Washington, D.C. CBP also said the meeting will be available online and registration is available (here).
Correction: CBP mistakenly listed a number of revoked customs broker licenses as reinstated (see 13102504).

CBP said the first tranche for the fiscal year 2013 specialty sugar tariff rate quota (TRQ) that opened Oct. 1 was oversubscribed during the government shutdown (here). The oversubscribed quota, 7,049,883 kg, from Oct. 1 and tranche one from Oct. 10 was deducted from tranche two, it said. CBP also said the second tranche for the FY 2013 specialty sugar TRQ that opened Oct. 24 wasn't oversubscribed at opening moment (here). All entries on hold have been processed and released, said CBP
CBP is requesting comments by Dec. 30 for an existing information collection on forms for vessel entrance or clearance statements. CBP proposes to extend the expiration date of this information collection with no change to the burden hours.
All CBP ports of entry will now accept electronic CBP Form 214 (e214, Foreign Trade Zone (FTZ) Admission and/or Status Designation) in lieu of a paper copy, it said. CBP said that while paper copies of CBP Form 214 will still be accepted, all members of the trade community are urged to file the electronic version of the 214.
Customs Rulings Online Search System (CROSS) was updated Oct. 25 with 114 rulings, bringing the total number of searchable rulings to 179,405. The most recent ruling is dated 10/25/2013.
