Clear Terms

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., +CBP).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted (multi-word) term, you want to only include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

Ports of Philadelphia and Houston Get Snow Days

The Ports of Philadelphia and Wilmington were closed on Jan. 22, so CBP extended an additional day, without penalty, for any entry summaries and payments of duties due on that day, it said in a CSMS message (here). CBP also said the Ports of Houston/Galveston were closed Jan. 24 and entry summaries and duty payments will be given an extra day (here).

CBP Admits Deficiencies Resulted in Widespread Failure to Collect Chinese Import Duties

The CBP single transaction bond (STB) accounting process suffered from deficiencies from 2000 to 2007 that resulted in failure to collect “substantial” antidumping and countervailing duties on Chinese garlic, crawfish tail meat, canned mushrooms and honey imports, said Acting CBP Commissioner Thomas Winkowski in a Jan. 2 letter to Sen. Ron Wyden, D-Ore. The letter is a response to Wyden concerns expressed in letters to CBP over recent months over failure to collect the relevant duties. Some sureties are continuing to contest CBP demands for payment or have declined payment after reaching insolvency, said Winkowski.

CBP AD and CV Messages as of Jan. 22

The messages are available by searching for the listed CBP message number at addcvd.cbp.gov. (CBP occasionally adds backdated messages without otherwise indicating which message was added. ITT will include a message date in parentheses in such cases.)

CBP Issues CF 1400, CF 1401 Reports for Jan. 22

CBP posted a Jan. 22 version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) electronic query report of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP also posted a version of its CF 1401 (Record of Vessel in Foreign Trade Clearances) electronic query report of the VMS, in accordance with 19 CFR 4.95, organized by clearances.

CBP Miami Schedules Trade Day

CBP Miami will hold a "Trade Day" event on April 2 from 9 a.m.-noon, it said in an information bulletin. There won't be formal presentation but will be a chance to interact with representatives of federal agencies regulating imports, said CBP. The event will be held in the lobby of the Cargo Clearance Center in Miami at 6601 NW 25th Street.

Port of Seattle Receives Six CES Applications

CBP's Port of Seattle issued a Trade Information Notice soliciting comments on the six applications to operate a Centralized Examination Station (CES) for the Seattle and Tacoma ports. The applicants were CEVA International, Horizon Lines, MacMillan-Piper, Mitco Limited, Mercer Distribution Services and PCC Logistics, said CBP.
