CBP created Harmonized System Update (HSU) 2221 on Aug. 2, containing 58 ABI records and 13 Harmonized Tariff Schedule records. It shows changes to support Partner Government Agency indicators for FDA, the Fish and Wildlife Service and the USDA Agricultural Marketing Service, it said in a CSMS message.

CBP issued a final rule that is meant to "streamline the vessel repair entry process by extending" the time frame for operators to provide "completed vessel repair entries and to apply for relief from assessment of those vessel repair duties," the agency said July 29, the effective date of the rule. "CBP is also eliminating provisions that allow for requests for an additional 30-day extension to submit all of the relevant evidence as those extensions are no longer necessary."
CBP will increase Consolidated Omnibus Budget Reconciliation Act (COBRA) fees by 18.629% to adjust for inflation in fiscal year 2023, the agency said in a notice. Affected fees include the merchandise processing fee, vessel and truck arrival fees and the customs broker permit user fee. The Fixing America's Surface Transportation Act, passed in 2015, required that CBP make inflation adjustments and fee limitations when deemed necessary (see 1512040024). The fees are effective Oct. 1, the start of FY23.
