Clear Terms

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., +CBP).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted (multi-word) term, you want to only include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

CBP and FDA Still Testing PoE Changes Through ACE; Date of Deployment TBD

FDA and CBP are actively testing "various scenarios surrounding processing" Port of Entry changes through the Automated Commercial Environment, and a date for deployment is still to be determined, CBP said in a message July 6. Previously CBP had said the date for deployment would be no sooner than June 17 (see 2305220034). Both the FDA and CBP are encouraging the trade to continue testing in CERT, and the date for implementation is still unknown as testing continues. CBP said it will provide further updates when the planned deployment date is known.

CBP Sets Quarterly Interest Rates for Customs Duties Underpayments and Refunds

CBP released the quarterly IRS interest rates used to calculate interest on overdue accounts (underpayments) and refunds (overpayments) of customs duties. For the quarter that began July 1, the interest rate for overpayments is 6% for corporations and 7% for non-corporations. The rate for underpayments is 7% for both corporations and non-corporations. Rates are unchanged from the previous quarter (see 2304120029) but subject to change for the next quarter, CBP said.

CBP Issues Harmonized System Update

CBP created Harmonized System Update (HSU) 2308 on June 30, containing 855 ABI records and 178 Harmonized Tariff Schedule records. This update includes modifications to 10-digit statistical reporting numbers mandated by the 484(f) Committee that take effect July 1, CBP said in a June 30 CSMS message.
