CBP issued a memo regarding the recently established tariff rate quotas for certain sugar and sugar containing products from Panama under the U.S.-Panama Trade Promotion Agreement. (See ITT's Online Archives 12102505, for summary of the USTR announcement regarding the sugar TRQ.)
CBP issued a CSMS message announcing the issuance of Harmonized System Update 1209 on changes to the 2012 Harmonized Tariff Schedule. This update contains 23,570 ABI records and 120,404 harmonized tariff records. The changes were made to implement the U.S.-Panama Trade Promotion Act and for other reasons. The modified records are currently available to all ABI participants and can be retrieved electronically via the procedures indicated in the CATAIR. A listing of recent antidumping and countervailing duty messages from the International Trade Administration posted to CBP's website Nov. 2, along with the case number(s) and CBP message number, is provided below. The messages are available by searching for the listed CBP message number at http://addcvd.cbp.gov. (CBP occasionally adds backdated messages without otherwise indicating which message was added. ITT will include a message date in parentheses in such cases.)
Automated Commercial Environment (ACE) filers are able to transmit entry summaries certified for cargo release for Entry Type 03 (AD/CVD) using Remote Location Filing (RLF), said CBP in a CSMS reminder. RLF 03 filing is not yet available in the Automated Commercial System (ACS), said CBP.
CBP said it made the necessary system changes and the trade can now file Panama Trade Promotion Agreement claims in ACE or ACS. The tariff changes associated with the Panama agreement are scheduled to be posted Nov. 6 or Nov. 7, said CBP in a CSMS message.
CBP released an updated version of frequently asked questions regarding the Automated Commercial Environment (ACE). CBP included new information on importer security filing (here), post summary corrections (here), e-Manifest: Rail and Sea (here), and Cargo Release/Simplified Entry (here). CBP is requesting comments by Jan. 7 for an existing information collection administrative ruling. CBP proposes to extend the expiration date of this information collection without a change to the burden hours or to the information collected. The notice was in the Federal Register Nov. 6.
CBP rescheduled its annual East Coast Trade Symposium for Nov. 27-28, the agency said. CBP postponed the symposium, previously scheduled for Oct. 28-29, due to Hurricane Sandy.
