A listing of recent antidumping and countervailing duty messages from the International Trade Administration posted to CBP's website Dec. 10, along with the case number(s) and CBP message number, is provided below. CBP posted a Dec. 10 version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) electronic query report of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP also posted a version of its CF 1401 (Record of Vessel in Foreign Trade Clearances) electronic query report of the VMS, in accordance with 19 CFR 4.95, organized by clearances.
CBP issued its weekly tariff rate quota and tariff preference level commodity report as of Dec. 10. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, and tobacco; and certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying textile articles and/or other articles; the TRQs on worsted wool fabrics, etc.
CBP released its Dec. 12 Customs Bulletin (Vol. 46, No. 51). While the Bulletin does not contain any ruling articles, it does include recent Court of International Trade decisions.

CBP received no comments on proposed ruling revocations in a Nov. 7 bulletin (Vol. 46, No. 46), said a CBP spokesman. Comments were due Dec. 7 on two notices proposing to revoke rulings and similar treatment regarding the tariff classification of screwdrivers with interchangeable bits and valve cable supports.
National Customs Brokers and Forwarders Association of America plans a webinar at 1 p.m. ET Dec. 13 on changes affecting the regulation of property brokers & surface freight forwarders as a result of the Transportation Bill signed this summer. It said the bill includes language affecting the regulation of property brokers, domestic freight forwarders and trucking firms. They include new registration and licensing requirements, and a 750 percent increase in the minimum amount of the property broker's bond. Additionally, surface freight forwarders will need to post a similar $75,000 bond. CBP is extending the comment period to Jan. 10 for an existing information collection concerning deferral of duty on large yachts imported for sale. CBP proposes to extend the expiration date of this information collection with no change to the burden hours or to the information collected.
