CBP provided some advice in a CSMS message to air carriers for transferring cargo to a foreign trade zone (FTZ). When cargo is "transferred by the Air Carrier to a DeconsolidatorCFS destined to a [FTZ], the DeconsolidatorCFS must arrive the local transfer from the Air Carrier at the Master Bill Level," said CBP. "The arrival must be transmitted prior to the Electronic Permit To Transfer (EPTT) requested by the [FTZ]. Failure to arrive the local transfer at the Master Bill Level will result in the routing of the local transfer authorization (1F) message for the EPTT requested by the [FTZ] to the Air Carrier and not the DeconsolidatorCFS."

Customs Rulings Online Search System (CROSS) was updated Feb. 3 with 160 rulings, bringing the total number of searchable rulings to 175,765. The most recent ruling is dated 01/31/2013.
An increase in CBP's trade processing and the additions of four new Centers of Excellence and Expertise (CEEs) were among trade issues highlighted by the agency in it's "2012 Fiscal Year in Review." CBP processed more than $2.3 trillion in trade, up 5 percent over FY 2011, "while enforcing U.S. trade laws that protect the economy, health and safety of the American people," it said. CBP posted an updated document describing ACE e-Manifest: Trucks that now includes information on data sharing with the Federal Motor Carriers Safety Administration (FMCSA). CBP said truck manifest data on ACE e-Manifest is being shared with FMCSA for prearrival safety checks. CBP said "the agencies are currently evaluating both the system data and functionality for any issues prior to sending status messages to the trade from ACE issues prior to sending status messages to the trade from ACE."
