CBP published the quarterly Internal Revenue Service interest rates used to calculate interest on overdue accounts (underpayments) and refunds (overpayments) of customs duties (here). For the quarter which began Oct. 1 and ends Dec. 31, the interest rates for overpayments will be 3 percent for corporations and 4 percent for non-corporations, and the rate for underpayments will be 4 percent for corporations and non-corporations. These interest rates are subject to change for the calendar quarter beginning Jan. 1 and ending March 31, CBP said.

Correction: CBP said in a notice issued Dec. 12 that the prohibition on use of post-summary corrections to make post-importation trade agreement claims under 19 USC 1520(d) applies not only to NAFTA claims, but also to all other 1520(d) claims, including for the Dominican Republic-Central America Free Trade Agreement (CAFTA-DR) and FTAs with Chile, Oman, Peru, South Korea, Colombia and Panama (see 1612090021).
CBP’s Jan. 14 mandatory use date for drawback, reconciliation, duty deferral and liquidation in ACE will also be the date that the ACE transition occurs for statements and Importer Security Filings (ISF), CBP said in a CSMS message (here). However, the Jan. 14 deployment does not include Manufacturer ID Add, because “this capability must be deployed at the same time as Foreign Trade Zone (FTZ) Admissions (e214s).” Also, the ACE Product Code query will be removed from and no longer supported in ACE, CBP said.
