Filers of U.S. Fish and Wildlife Service data will soon have the option to file it through ACE, in addition to FWS's electronic declarations (eDecs) system or in papers, said Timothy Skud, deputy assistant treasury secretary for tax, trade and tariff policy, at the March 1 Commercial Customs Operations Advisory Committee (COAC) meeting. That new option, which is "an interim step," should begin in the "next month or two," he said. Beyond that, the FWS and a COAC working group will look to expand the FWS data collection to allow the agency to better police imports and clear goods more quickly, Skud said. FWS and CBP have also resolved issues of Designated Port Exception Permit (DPEP) processing within ACE (see 1612140064), FWS Senior Wildlife Inspector Sheila Einsweiller said. As of the next implementation guide, "we will have the programming in place to be able to accommodate" the DPEP process, she said. The agency is also getting ready to put in place a new system for "disseminating our public bulletins," Einsweiller said.

The Customs Rulings Online Search System (CROSS) was updated Feb. 27 (here) with 82 rulings. The most recent ruling is dated Feb. 24.
CBP released its March 1 Customs Bulletin (Vol. 51, No. 9) (here). While it does not contain any rulings, it does include recent CBP notices and Court of International Trade opinions. CBP granted "Lever-Rule" protection to Fujifilm North America for cameras and accessories that include the "Instax" trademark and are intended for sale outside the U.S. As a result, CBP will stop importation of the products intended for sale in countries outside the U.S., known as gray market products.
CBP scheduled a March 14 workshop to go over the processes involved in antidumping or countervailing duty evasion allegations under the Enforce and Protect Act (see 1608190014), CBP said (here). "While CBP has issued regulations, the procedures continue to be refined as we gain experience with these investigations," the agency said. "We will walk through an example EAPA investigation to demonstrate the role of the parties in the investigation and the steps that CBP may take to pursue an allegation, while also discussing what constitutes a valid allegation." The event will "provide valuable information to parties who are filing allegations or defending against allegations," CBP said in a flier on the event (here).
CBP posted a list of frequently asked questions for customs brokers (here). The FAQs include sections on general information, the triennial status report, and trade names and corporations. Among the issues CBP addresses in the FAQs are how to obtain a customs brokerage license, what happens when a broker fails to submit a triennial report and the ability to transfer an individual's broker license to a corporation.
