Clear Terms

Search Primer

Term list: Separate terms with spaces, not commas or semicolons.

Multi-word term: Place inside quotes to ensure an exact match (e.g. "China import").

Acronyms: Use all capital letters to ensure the search is not looking for that letter sequence instead.

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., +CBP).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Always use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted (multi-word) term, you want to only include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

CBP FAQs on ACE Released

CBP answered questions on transition of Automated Commercial System queries to ACE in its list of frequently asked questions posted on April 7 (here). CBP also provided information on Environmental Protection Agency flagging and Temporary Importation Bond export exams. CBP sends out FAQs based on its ACE status calls (see 1702010039).

CBP in Early Stages of Answering Questions Around Section 321 Clearance

NEW ORLEANS -- Section 321 clearance via the Automated Broker Interface is likely years away, but CBP and the trade community are actively considering a multitude of issues surrounding e-commerce and low value shipments, according to trade industry and government officials during a panel discussion at the National Customs Brokers & Forwarders Association of America annual conference on April 5. Though short-term solutions for filers and CBP are likely to come earlier, CBP and the trade community need to avoid having those fixes becoming the norm and put the resources into an automated solution that gives customs brokers the same capabilities as others in the supply chain, said Vince Iacopella of Alba Wheels Up.

CBP released its April 5 Customs Bulletin (Vol. 51, No. 14) (here). While it does not contain any rulings, it does include recent CBP notices and Court of International Trade opinions.

CBP Working on Proposed Rule Setting Importer Verification Requirements for Customs Brokers

NEW ORLEANS -- CBP is working on a proposed rule to implement new importer validation requirements for customs brokers outlined in the Trade Facilitation and Trade Enforcement Act of 2015, said Steve Hilsen, deputy executive director of CBP’s Trade Remedy & Law Enforcement Division. Hilsen spoke at the National Customs Brokers & Forwarders Association of America annual conference on April 5. The proposal, which will be “ready for comment hopefully shortly,” will include information on what brokers will be required to get from new importer clients, including the importer’s address, status of incorporation and information on the individual associated with the broker power of attorney, Hilsen said.
