The country of origin of Ixia Net Optics Slim Tap network taps is China for government procurement purposes, CBP said in a final determination (here). Network taps allow users to "physically connect a computer or other monitoring device to a network for the purpose of evaluating, monitoring, or checking network issues," the agency said. While there's some assembly of the Ixia network taps in the U.S., "we find that the assembly process is not sufficiently complex or meaningful to render a substantial transformation of the imported components," CBP said. The splitters from China, which enable the actual splitting of the signal and permit the user to access the data on multiple analyzing tools, are what give the product its essence, CBP said. As a result, China is the country of origin for government procurement, it said.
Acting CBP Commissioner Kevin McAleenan recently met with officials from the Mexican Tax Administration Service (SAT) to discuss collaboration on customs issues, CBP said in a news release (here). “Recognizing the importance of facilitating cross border flows, officials from both countries expressed their intent to work together to improve economic competitiveness and security for both the United States and Mexico,” CBP said. McAleenan and SAT officials vowed continued harmonization on data requirements, improved efficiency of customs processes and continued cooperation on “innovative approaches to cargo inspection,” the agency said. During the trip, McAleenan also met with other Mexican officials, including the chief of staff to the president of Mexico and officials from the Ministry of Foreign Affairs, Finance and Public Credit and Defense. He also met with U.S. Ambassador to Mexico Roberta Jacobson and private sector representatives, CBP said (here).

CBP and the Food and Drug Administration are updating the ACE Partner Government Agency flags for FDA requirements, CBP said in a CSMS message (here). "Specifically, the tariff numbers that had flags for [Automated Commercial Service Other Government Agency] of FD0 are getting ACE PGA requirements updates to have either no FDA flag, FD1 (FDA May Be Required) or FD2 (FDA Required)," it said. CBP also provided a spreadsheet of FDA Harmonized Tariff Schedule (HTS) codes with associated flags in ACE (here).
