CBP is seeking comments by Dec. 19 on an existing information collection for free entry of returned American products, it said in a notice. CBP proposes to extend the expiration date of this information collection with no change to the information collected or to the estimated burden hours associated with the collection.

CBP is set to issue its regulations implementing Air Cargo Advance Screening as an interim final rule, Acting CBP Commissioner Kevin McAleenan said during an Oct. 13 interview at the Western Cargo Conference in Rancho Mirage, California. Industry executives have said the rule has been held up by the Trump administration policy to repeal two regulations for every new one created (see 1709280023), though McAleenan has argued the rule qualifies for a national security exemption (see 1705180027). Unlike with a proposed rule, putting the regulations out as an interim rule would allow ACAS to take effect before comments are received and considered, with the agency able to subsequently modify the regulations.

CBP published the quarterly Internal Revenue Service interest rates used to calculate interest on overdue accounts (underpayments) and refunds (overpayments) of customs duties in a notice. For the quarter that began Oct. 1 and ends Dec. 31, the interest rates for overpayments will be 3 percent for corporations and 4 percent for non-corporations, and the rate for underpayments will be 4 percent for both corporations and non-corporations. These interest rates are subject to change for the calendar quarter beginning Jan. 1, 2018, and ending March 31, CBP said.
