CBP named Ramona Kim temporary port director at the port of Aberdeen, Washington, it said in a trade information notice. Kim will work in that capacity “for the next 120 days or until the position is filled,” the notice said. Effective Nov. 6, the hours of operation for the Aberdeen office will return to 8:00 a.m. to 4:00 p.m. Monday through Friday, CBP said. CBP New York/Newark released statistics in a pipeline notice showing the "cycle time measurement" of Centralized Examination Stations from July through September. The cycle times refer to the time from ocean container arrival, as transmitted via the ACE, through final examination completion release date.
The Customs Rulings Online Search System (CROSS) was updated Nov. 13 with 15 rulings. The most recent ruling is dated Nov. 7.
A Nov. 13 Government Accountability Office report recommends that CBP work to strengthen compliance with export reporting requirements for duty-free cigarette sales along the Southwest border, such as issuing guidance to all duty-free store operators, after GAO found buying schemes to evade U.S. and Mexican taxes. The Department of Homeland Security agreed with the recommendation, and said CBP plans to address it. U.S. regulations require duty-free stores to have procedures to provide “reasonable assurance” of cigarette exports and the exporter to report export information on transactions with a value over $2,500.

CBP released its Nov. 8 Customs Bulletin (Vol. 51, No. 45). While it does not contain any rulings, it does include recent Court of International Trade opinions and general notices from CBP.
CBP is working with a contractor to address technical issues that caused system latency and performance deterioration during the Oct. 25 customs broker exam, it said. “Long term system remediation is underway,” it said. “CBP is currently identifying and evaluating potential options for the October 2017 test examinees impacted by the system issues. CBP will be communicating the plan forward fairly soon once the necessary capabilities and resources have been confirmed,” it said. The October exam, the first to be administered electronically, was beset by system freezes and frequent interruptions (see 1711060023).
