Department of Homeland Security Secretary Kirstjen Nielsen met with Canada's Minister of Public Safety and Emergency Preparedness Canada Ralph Goodale in Washington on Feb. 5 to discuss "global security standards," DHS said in a news release. "During my meeting with Secretary Nielsen we had an opportunity to discuss how our countries can continue to work together to expand preclearance to improve the flow of legitimate trade and travel across our borders," Goodale said.
CBP released its Feb. 7 Customs Bulletin (Vol. 52, No. 6). While it does not contain any rulings, it does include recent Court of International Trade opinions and general notices from CBP.
The Commercial Customs Operations Advisory Committee (COAC) for CBP will next meet Feb. 28 in Miami, CBP said in a notice.

Mexico is the country of origin for Nyquist Ethernet Switches for U.S. government procurement purposes, CBP said in a final determination. The agency said that while the printed circuit board assemblies are made in China, the PCBAs "will be substantially transformed by the final assembly, software loading, configuration, and testing operations in Mexico."
The country of origin for several pharmaceuticals is India despite processing in the U.S., CBP said in a final determination. The agency found in 11 rulings that India is the country of origin for Rosuvastatin Calcium Tablets, Levofloxacin Tablets, Levetiracetam Tablets, Metoprolol Tartrate Tablets, Gabapentin Capsules, Carvedilol Tablets, Paroxetine Hydrochloride Tablets, Entecavir Tablets, Montelukast Sodium Tablets, Simvastatin Tablets and Donepezil Hydrochloride Tablets.
