CBP released its Feb. 28 Customs Bulletin (Vol. 52, No. 9). While it does not contain any rulings, it does include recent Court of International Trade opinions and general notices from CBP.
In the Feb. 21 Customs Bulletin (Vol. 52, No. 8), CBP published notices that propose to revoke rulings and similar treatment for trampolines and trampoline safety enclosures.
CBP should engage with "a large group of industry" in a "public comment forum" before moving forward with new minimum security criteria (MSC) in the Customs-Trade Partnership Against Terrorism (CTPAT), the Commercial Customs Operations Advisory Committee (COAC) said in a recommendation to CBP. The Trusted Trader Subcommittee made the recommendation during the Feb. 28 COAC meeting in Miami, the last meeting for this COAC. "Much larger outreach effort must be done for members of the CTPAT program, allowing them appropriate time for comment, revisions and implementation," the subcommittee said in a report. The MSC update has been underway for some time (see 1709070010).

CBP created Harmonized System Update (HSU) 1801 on Feb. 26, containing 164 Automated Broker Interface records and 38 harmonized tariff records, it said in a CSMS message. Modifications include changes required under presidential proclamations instituting safeguard tariffs on solar cells (see 1801230052), CBP said. The modifications will take effect on March 1, CBP said.
The Feb. 24 ACE deployment (see 1802260057) is a "a significant achievement for CBP, the trade community and [partner government agencies] who have worked tirelessly to implement the 'single window' for over 15 years," Acting CBP Commissioner Kevin McAleenan said in a news release. “While it has been a long road from planning to implementation, a streamlined import and export processing system has already proven to be a tremendous benefit for international trade with an estimated $28 million in processing efficiencies for CBP and an estimated $52 million savings for industry in FY2017,” he said.

CBP extended restrictions for imports of archaeological material from Belize that were due to expire this month, the agency said in a final rule. Effective Feb. 27, the restrictions will remain in place for another five years.
